A comprehensive redesign and accessibility upgrade for the Texas Commission on Law Enforcement (TCOLE) website, streamlining access to essential resources for law enforcement professionals and the public, while ensuring compliance with state and federal accessibility standards. I contributed to this project as part of a collaborative engineering team.

Client Background:

The Texas Commission on Law Enforcement (TCOLE) is a regulatory state agency dedicated to establishing and upholding the highest standards in Texas law enforcement through training, education, and regulation. TCOLE’s website serves as a critical platform for law enforcement officers, educators, and the public to access resources, certifications, and regulatory updates.


Project Goals:

1. Redesign the TCOLE website to improve usability, accessibility, and mobile responsiveness, ensuring users can easily find and access essential information.

2. Implement WCAG 2.1 and Section 508 compliance to meet federal and state accessibility standards, providing inclusive access for all users, including those with disabilities.

3. Optimize content organization to streamline access to certification resources, training modules, and legal documents.

4. Integrate search and filtering functionalities tailored for law enforcement professionals to locate specific materials and updates quickly.


Challenges and Solutions:

1. User Experience and Content Structure:

• Challenge: The previous website had a dense information architecture, making it difficult for users to navigate through resources and locate certification and training information.

• Solution: Conducted a comprehensive content audit to reorganize resources, simplifying the layout and enhancing usability. Improved information hierarchy and intuitive navigation menus were developed to provide a more user-friendly experience.

2. Accessibility and Compliance Requirements:

• Challenge: Meeting the stringent accessibility standards required for state regulatory agencies presented challenges, particularly regarding screen reader compatibility and keyboard navigation.

• Solution: Implemented best practices for accessibility, including alt text for images, ARIA labels, improved contrast ratios, and clear keyboard focus indicators. All changes were validated against WCAG 2.1 AA and Section 508 standards to ensure compliance.

3. Search and Filter Optimization for Targeted Resources:

• Challenge: Law enforcement professionals require fast access to certification records, training guides, and legal updates, which demanded precise search and filter capabilities.

• Solution: Developed custom filters and search functionality to enable users to locate specific documents and certification resources efficiently. The search system was optimized with dynamic faceted filters to improve precision and relevance.

4. Mobile Responsiveness and Scalability:

• Challenge: The website needed to be mobile-responsive, as a growing number of users access resources on various devices.

• Solution: Designed and implemented a fully responsive layout, ensuring consistent functionality across all screen sizes. The mobile design emphasizes readability, intuitive navigation, and accessibility.


Deployment and Testing:

• Staged Deployment: Incremental updates and testing in a staging environment allowed us to minimize disruption and ensure stable performance for users.

• Cross-Device Testing: Conducted rigorous testing across multiple devices and browsers to verify the site’s responsiveness, usability, and compliance with accessibility standards.

• Continuous Monitoring: Set up monitoring for user engagement and potential accessibility issues post-launch to maintain ongoing compliance.


Results:

• Enhanced User Experience: The redesign provided a streamlined, accessible, and user-friendly experience, allowing TCOLE professionals and the public to access resources efficiently.

• Compliance Achieved: Successfully met WCAG 2.1 AA and Section 508 standards, ensuring the website is accessible to all users, including those with disabilities.
